It is still highly recommended that competition be obtained and market research be done to ensure the best product or service is procured.<\/li>\n<li><strong>Purchases at or over $119,800<\/strong>: The cooperative methods outlined below eliminate the need to issue public bids (RFPs) and\/or RFP Waivers of Advertising over the bid threshold.<strong>\u00a0A minimum of one (1) additional proposal or quote from a different supplier must be provided to document that the purchase is most advantageous to the University, cost, and other factors considered.\u00a0<\/strong>The only cooperative type that is an exception to the justification requirement is State of New Jersey Cooperative Contracts (unless required per the contract).\n<ul>\n<li>The <a href=\"http:\/\/www.montclair.edu\/procurement\/wp-content\/uploads\/sites\/159\/2025\/07\/Cooperative-Justification-Form-07.01.2025.pdf\">Cooperative Contracts Justification Form<\/a> may be utilized to document the rationale for supplier selection if the firm under the cooperative contract is not providing the lowest quote.<\/li>\n<li>In the rare instance that additional competition cannot be obtained, the <a href=\"https:\/\/www.montclair.edu\/procurement\/forms\/\">Sole Source Form<\/a> must be provided.<\/li>\n<li>Procurement Services reserves the right to seek additional information, price competition and\/or a formal bidding process on all purchase requests.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Purchases at or over $850,000<\/strong>: Any procurement at or over $850,000 must be submitted to the Board of Trustees for approval.<\/li>\n<li><strong>Other Requirements:<\/strong>\n<ul>\n<li>All cooperative purchases must be made in accordance with any Method of Operation\/instructions for the applicable contract.<\/li>\n<li>The quote obtained must reference the applicable cooperative contract.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Additional Information:<\/strong>\n<ul>\n<li>If the University already has the supplier under contract for the contemplated services, the University Contract supersedes the cooperative terms and conditions.<\/li>\n<li>The supplier must be entered in Workday; please refer to the <a href=\"https:\/\/www.montclair.edu\/procurement\/supplier-create-group\/\"><strong>Supplier Create Group<\/strong><\/a> page for more information.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3><strong>The below outlines the four (4) different types of cooperative contracts that are approved for use, along with any specific instructions for each cooperative type:<\/strong><\/h3>\n<ol>\n<li>\n<h4><strong> State of New Jersey Cooperative Contracts<\/strong><\/h4>\n<\/li>\n<\/ol>\n<ul>\n<li>The University may utilize State Contracts that are open to Cooperative Purchasing Participants.<\/li>\n<li>The use of State Contracts eliminates the need to collect the procurement forms and certifications from the supplier.<\/li>\n<li>Purchases must be made in accordance with any Method of Operation\/instructions for the contract. Please note that these requirements may vary by contract and may include requirements such as the use of a certain supplier based on region or the need for obtaining three (3) quotes.<\/li>\n<li>The Division of Purchase and Property (DPP) lists its State Contracts at <a href=\"https:\/\/www.njstart.gov\/bso\/login.sdo\">NJSTART<\/a>.<\/li>\n<li><a href=\"https:\/\/email.njstart.info\/e3t\/Ctc\/49+113\/cd0st04\/VVsvkj5s9jkZN5N0y5z7QVJ9W8DFYQL5FRtFWN5_C1nY3qgz0W95jsWP6lZ3mYW5rkZQz3xS4crW91-rMn4xN3jqW35sBb55S3HsDN7SCBPFWS8Y3N2_zq01dPsS1W2WjmWT49fzQgN7mB-Ph_N7mlW5672tG4Xk6DMW5cg-1J88jSYyW92lNJM6X1bZhW69Lx1L9hTBbqW5X3Ln850BX5LW5_HNY966fwL2W3wcPh61vpT1yW8kH-P82mg4nZW1cZ9LF3G0B1ZW6yyRTm65bdBRW6Cp1BW2wcgX8W2L7SM02xF2ZrN9dVPNXqWx-XW4prV_16KbC9VW2lv3xc3CP-1xW3YqtJc4tdYBKW2jGK_r60Gj6VN1Flsv1TCkSjVwXsl17NNxMyW41CBRt1QcxDlM_M6XCmDzSlW4zhWn_6YkKTxW7FfFZQ71BSGmf970MjW04\">State of New Jersey Available Cooperative Contracts as of August 2025<\/a>. <em>(<span style=\"text-decoration: underline\">Note<\/span>: Selecting this link will automatically download the list as an Excel file.)<\/em><\/li>\n<\/ul>\n<ol start=\"2\">\n<li>\n<h4><strong> Federal GSA Cooperative Contracts<\/strong><\/h4>\n<\/li>\n<\/ol>\n<ul>\n<li>To utilize a GSA Schedule contract, the following requirements must be met:<\/li>\n<li>The GSA Schedule must be open to Cooperative Purchases;<\/li>\n<li>The price of the goods or services being procured is no greater than the price offered to federal agencies;<\/li>\n<li>The University must receive the benefit of federally mandated price reductions during the term of the contract and is protected from price increases during that time; and<\/li>\n<li>The price of the goods or services being procured is no greater than the price of the same or equivalent goods or services under any State contract, unless the University determines that because of factors other than price, selection of a supplier from the Federal Supply Schedules would be more advantageous to the University.<\/li>\n<li>Procurement forms and certifications from the supplier will still need to be obtained\/verified. Suppliers participating in the cooperative program are identified with the following icon: <img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.gsaelibrary.gsa.gov\/ElibMain\/images\/state_local.gif\" alt=\"\" width=\"83\" height=\"51\" \/>.\n<ul>\n<li>Additional information about the GSA schedules that are open for cooperative purchasing is outlined at\u00a0<a href=\"https:\/\/www.gsa.gov\/buy-through-us\/purchasing-programs\/multiple-award-schedule\/help-with-mas-buying\/mas-help-for-state-local-and-tribal-governments\/eligible-sins-for-cooperative-purchasing\">https:\/\/www.gsa.gov\/buy-through-us\/purchasing-programs\/multiple-award-schedule\/help-with-mas-buying\/mas-help-for-state-local-and-tribal-governments\/eligible-sins-for-cooperative-purchasing.<\/a><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ol start=\"3\">\n<li>\n<h4><strong>Local Cooperative Contracts<\/strong><\/h4>\n<\/li>\n<\/ol>\n<ul>\n<li>All procurement forms and requirements remain; however, in many cases, they should already be on file with the NJ State entity (<strong>Chapter 51 approval<\/strong> is a common exception that may need to be obtained for individual or cumulative purchases within a fiscal year or the aggregate contract value totaling $17,500 or more). Additionally, <strong>精品成人福利在线 University&#8217;s Terms &amp; Conditions<\/strong> must be signed by the supplier if a contract is required.\n<ul>\n<li><em>*Please refer to Procurement Service\u2019s <\/em><a href=\"https:\/\/www.montclair.edu\/procurement\/forms\/\"><em>Form Page<\/em><\/a><em> for these documents<\/em><\/li>\n<\/ul>\n<\/li>\n<li><strong>Local Cooperative Contracts the University is approved to utilize are as follows:<\/strong><\/li>\n<\/ul>\n<ol>\n<li style=\"list-style-type: none\">\n<ol>\n<li><a href=\"https:\/\/www.escnj.us\/co-op-pricing\/members-section\"><strong>Educational Services Commission of New Jersey (ESCNJ)<\/strong><\/a>\n<ul>\n<li>The Educational Services Commission of New Jersey Cooperative System (ESCNJ) is an approved cooperative\u00a0pricing system under ID # 65MCESCCPS that has been in existence since 1977.<\/li>\n<\/ul>\n<\/li>\n<li><a href=\"https:\/\/www.hunterdonesc.org\/page\/purchasing\"><strong>Hunterdon County Educational Services Commission<\/strong><\/a>\n<ul>\n<li>The Hunterdon County Educational Services Commission is an approved cooperative\u00a0pricing system under ID # 34HUNCCP that was established in 1990.<\/li>\n<\/ul>\n<\/li>\n<li><a href=\"https:\/\/co-bergen-nj.bonfirehub.com\/portal\/?tab=publicContracts\">County of Bergen&#8217;s NJ Cooperative Purchasing Alliance (NJCPA)<\/a>\n<ul>\n<li>The County of Bergen acts as the lead agency for approved cooperative pricing systems under #CK04 and #11BECCP. Many (but not all) of its contracts are open to cooperative partners.<\/li>\n<\/ul>\n<\/li>\n<li><a href=\"https:\/\/mccpc.org\/bid-contracts\/\"><strong>Morris County Cooperative Pricing Council (MCCPC)<\/strong><\/a>\n<ul>\n<li>The Morris County Cooperative Pricing Council (MCCPC) Commission is an approved cooperative\u00a0pricing system under ID # 6MOCCP that was established in 1974.<\/li>\n<\/ul>\n<\/li>\n<li><a href=\"https:\/\/edgemarket.njedge.net\/home\/solution-digest\"><strong>Edge<\/strong><\/a>\n<ul>\n<li>Edge is an approved cooperative pricing system under ID# 269EMCPS as well as state authorized Education Services Corporation that holds Lead Agency status that can act as a contracting unit for the procurement of goods and services concerning educational technology systems and related services for the entities comprising the corporation, which includes MSU. Edge was established in 2001.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<ol start=\"4\">\n<li>\n<h4><strong> Nationally Recognized Cooperative Contracts <\/strong><\/h4>\n<\/li>\n<\/ol>\n<ul>\n<li>To utilize a nationally recognized cooperative contract, the following requirements must be met:\n<ul>\n<li>Nationally-recognized and accepted cooperative purchasing agreement;<\/li>\n<li>Developed utilizing a competitive bidding process;<\/li>\n<li>Developed\/Lead by another contracting unit within the State of New Jersey or any other state; and<\/li>\n<li>Determine that the use of results in cost savings after all factors, including charges, etc.<\/li>\n<\/ul>\n<\/li>\n<li>Procurement forms and certifications from the supplier will still need to be obtained\/verified.
